Illinois Lieutant Governor is making waves with a proposal to double income taxes on income over $250,000 annually. The income would go to property tax breaks and school funding, but he needs to amend the Illinois constitution to get there.

A couple additional details: Illinois has hugely inequitable school funding, with some suburban Chicago schools spending over $14,000 per student while schools in the coal-mining south spend a tenth that amount. More equitable spending wasn't achieved during the Republican dynasty, and the Democratic Governor seems uninterested, also. Quinn is trying an end-run around the legislature to make needed changes.
